Program Terms & Conditions

I. Introduction:

The PCAA FASTTRACK Dividends Program (Program) is a Parking Booking, Commission Payment and/or promotional website. The Program is only to U.S. residents who are licensed Travel Agent professionals holding a valid membership from one of the following travel industry organizations:

  1. International Airlines Travel Agent Network (IATAN); and/or

  2. Cruise Line International Association (CLIA)

As used throughout the Program Terms and Conditions, the term "Travel Agent" shall refer to a travel sales agent having a valid IATAN or CLIA number and employed by a retail travel agency or an independent or home-baed self-employed travel sales contractor.

PCAA will audit, qualify, validate, and approve eligibility of applications at its sole discretion to determine whether an applicant is a Qualified Participant. Subject to the Program Terms and Conditions, Qualified Participants will fall into one of the following classifications:

  1. Independent Travel Agents: Travel Agents who own their own businesses (or who otherwise work independently).

  2. Travel Agency Employees – Independent Participation: Travel Agents who are employed at or contracted by an established retail Travel Agency.

  3. Travel Agency Employees – Employee Participation: Travel Agents who are employed or contracted by an established retail Travel Agency, who are registered in the Program as an employee or contractor of that established retail Travel Agency (as opposed to an independently registered participant).

  4. Travel Agency Owner/Manager Master Account Participation: Travel Agents who own their own business and have Travel Agency Employees may establish a Master Account. Within the Master Account, the Travel Agency Owner/Manager will be able to develop a formula for a "split" of the commissions that may accrue under the Program under which the Travel Agency Owner/Manager will be entitled to a certain amount of the accrued commissions and the Travel Agency Employee will be entitled to the remainder of the commissions.

As used throughout the Program Terms and Conditions, the term "Travel Agency" shall refer to a retail travel services establishment (or storefront) with multiple employees including an owner or a manager and full-time or part-time travel agents (with each having a valid IATAN or CLIA number).

The Program is designed to enhance the services offered by the Travel Agent or Agency to its customer, reward the Travel Agent or Agency for acquainting its customer with the services and amenities offered by PCAA, and provide benefits to the Travel Agent or Agency participating in the Program.


II. Program Enrollment and Eligibility:
  1. Any Travel Agent that wishes to enroll and be eligible for the Program must have a valid membership in good standing with either IATAN or CLIA.

  2. All eligible Travel Agents are required to enroll in the Program via the “Create Account” procedure on the Program website.

  3. The Create Account procedure sets forth required information that must be input on the website. Additionally, an applicant must print out a personal fax-back “Create Account Application Form”, and fill in all required information, including the applicant's Social Security Number (SSN) or Employer Identification Number (EIN), as appropriate, along with the applicant's IATAN or CLIA membership number.

    The applicant must fax the completed Create Account Application Form to the Program Coordinator at the current contact information shown on the website or Application Form.
  4. NOTE: Social Security Numbers and Personal Information - Collection Requirements/Privacy: In compliance with the National Patriot Act of 2001, PCAA may collect and store the SSN, EIN and/or other personal information of all the Program applicants and/or Qualified Participants. PCAA's use of the Create Account Application Form is designed to reasonably insure SSN, EIN and/or other personal infomation is not transmitted over the Internet. Such information will be received and maintained by the designated Program Coordination and staff in a secure location. PCAA values your privacy and will make reasonable efforts to maintain that privacy via our security procedures. In further compliance with the Patriot Act, PCAA further reserves the right to check the list of Specially Designated Nationals (SDN) for any applicant or participant in the Program as may be required by law.

  5. The Program Coordinator reserves the right on behalf of PCAA to deny enrollment and eligibility for the Program in its sole reasonable discretion.
III. Account Activation:
  1. Upon a favorable determination of your eligibility for enrollment, the Program Coordinator and staff will activate the Travel Agent's account and notify the applicant via email address provided to PCAA that the account has been activated and is ready for use.

  2. As a Qualified Participant, you are eligible to earn commissions immediately after Account Activation.
IV. Qualifying Parking Bookings:
  1. Upon Account Activation you can reserve and prepay parking for your clients at any of the parking centers listed on the Program website. When accessing the FASTTRACK booking engine you will need to select the “Parking for my Clients” button and enter their travel dates and times. The website booking engine will confirm availability and quote total purchase price for the parking stay. To complete the transaction, you will need to enter valid and authorized credit card information (including credit card number, expiration date and security PIN) into the booking engine payment field. For each prepaid booking, the FASTTRACK website will generate a purchase and reservation confirmation that your client must present as proof of purchase to the parking center cashier upon exit. Each client airport parking booking will accrue commissions into your online account at the Program website.

  2. Travel Agency Owner/Manager personal parking reservations made on this site by selecting the “For My Own Use” button do not qualify for commissions.

  3. Discount coupons available on the Program website that are not prepaid do not qualify for commissions.

  4. PCAA reserves the right to modify or withdraw qualifying Parking Bookings requirements for this program at any time without prior notice. This includes changing the facilities available for booking parking rates and commission rates. PCAA also reserves the right to terminate at will a member's participation in the Program.
V. Qualified Commission Sources:

Online Prepaid Bookings — Only “For Client” bookings made through the FASTTRACK Dividends program will earn commissions. No commissions will be paid on personal parking reservations or any customer discount coupons that are not prepaid.

Commission are paid on Net Parking Revenue — Commission payments will be only on net the dollar value received (parking transaction total, minus taxes and any applicable fees) for each parking event at a valid PCAA facility, as listed on the FASTTRACK booking site ("Net Parking Revenue"). All bookings are subject to audit, qualification, validation and/or approval by PCAA.

VI. Commission Rate:
  1. Independent Travel Agents:You will be paid a commission of 10% on Net Parking Revenue for each client parking transaction.

  2. Travel Agency Owner/Manager Master Account Enrollment: The Travel Agency Owner-Manager Master Account sign up option facilitates a commission split arrangement between the authorized and validated Travel Agency employers and their travel agent employee(s). The 10% commission will be split between the Owner-Manager and the Travel Agent employee based on a formula designated and assigned by the Travel Agency Owner/Manager when creating the Master Account. PCAA is not responsible for any determinations or disputes as to the formula set by the Travel Agency Owner/Manager.

  3. Travel Agency Owner/Manager Personal Booking Commissions:Owner/Managers will earn a 10% commission for reservations they personally book for clients that are transacted through the Owner/Manager account. This feature is exclusively available to the Travel Agency Owner/Manager named on the Master Account Enrollment and not for the benefit of any Travel Agent employed or contracted by the Travel Agency Owner/Manager.
VII. Bonus Commissions:
  1. PCAA may, from time to time, introduce bonus commission payments based on volume requirements and sales targets.

  2. PCAA may also, from time to time, offer “Bonus Commissions” for selected parking reservations, for specific activities that you may participate in on the website, or based on responses to delivered e-mails that relate to the FASTTRACK Dividends Program, or other specific and publicized sales performance and/or informational/product education related activities and communications.
  3. These “Bonus Commissions” will be posted to your account as a special line item with a reference to the Bonus event to which they relate.

VIII. Commission Payment Procedure:
    1. (A) Receiving Commission Credits PCAA FASTTRACK Dividends Program - Re-Loadable Debit Cards: Your PCAA FASTTRACK Dividends Program personal account on the Program website will be credited with a commission every time you book a valid pre-paid, commissionable parking reservation (see Section IV and V) using the PCAA Booking Engine. Commissions will be credited to your on-line Program account once a week, on Friday, except if Friday is a legal holiday, in which case the commission will be credited the following business day.

    2. All commissions will be paid to you on a personally issued FASTTRACK Dividends Program - Re-Loadable MasterCard® Debit Card. Debit cards will be valid for three (3) years from date of issue, and are valid for purchases (up to the limit of the dollar amount loaded on the card) anywhere the card is accepted. The Re-Loadable Debit Card Issuer requires collection of your home address and SSN or EIN. The Qualified Participant must keep this information on file with the Program Coordinator and the Program Coordinator is authorized to provide this information to the Card Issuer. Usage of the FASTTRACK Re-Loadable Debit Card is subject to all terms and conditions as stipulated by the issuer. You will receive a complete cop of these terms and conditions when your card is issued. Please review them carefully.

    3. Once you accrue the $25 minimum required for issuance of the re-loadable debit card (see below), your debit card will be mailed out to your address of record (stored in the "My Account" section of the FASTTRACK Dividends website) with the initial commission claim value pre-loaded.

    4. Commissions will be awarded in whole US currency dollar amounts, rounded down to the nearest US dollar.

    5. You must accrue a minimum of $25 in your FASTTRACK Dividends Program Account before your personal re-loadable debit card can be issued.

    6. You must have a minimum of $10 in your personal account for your card to be re-loaded with accrued commissions. Additional Commissions will be loaded to your card when you reach a minimum threshold of $10 in commissions. Automatic reloading occurs on a weekly basis as outlined above.
    7. The Card program is issued by The Private Bank and Trust Company pursuant to a license from MasterCard International. FASTTRACK MasterCard® Debit cards are accepted anywhere MasterCard® Debit cards are accepted.

  1. (B) Commission Adjustments: Parking Booking Customer refunds and dispute resolution refunds may, from time to time, be submitted to and paid by PCAA. In the event that PCAA makes a refund to a Parking Booking Customer on a parking booking made by a Qualified Participant, PCAA reserves the right to adjust the amount of commission accrued to the Qualified Participant in the online account on the Program website and will provide the appropriate documentation and validation of the commission adjustment circumstance. Such adjustments can only be applied to your online account and will not affect any funds already applied to your personal re-loadable debit card. PCAA reserves the right to make any and all final judgments regarding commission adjustments posted to the online account at the Program website.
IX. Additional Program Rules and Program Use Conditions:
  1. PCAA reserves the right to modify or withdraw the FASTTRACK Dividend Program at any time without prior notice, with the provision that Commissions earned up to the point of cancellation will be paid within a period of 60 days following Program cancellation date notification. Commissions will be retained in your account for the duration of the Program. Additionally, the Qualified Participant may redeem accrued commissions for 60 days following Program cancellation, but any accrued commissions not redeemed within this time period are forfeited. Commissions eligible for redemption after Program cancellation will be paid at the option of the Program Coordinator either by automatic reloading of the accrued commission amount on the Re-loadable Debit Card or by check payable to the participant in the Program, mailed to the last provided mailing address of the participant.

  2. All commission payments are subject to audit, qualification, validation and/or approval by the FASTTRACK Program Coordinator and/or by PCAA management.

  3. By participating in this program, you agree that all decisions of PCAA are final and binding in all matters relating to this program, and that you will conform to program specific rules and regulations associated with the validation and commissions payment process associated with the Program. Your indication of acceptance over the internet of these Terms and Conditions is fully binding without anything further.

  4. All taxes, if any, are the sole responsibility of the participant. For commission payments issued and/or promotional program payments, contest awards and or any other form of compensation to individuals from programs sponsored by PCAA, within a given calendar year that have a total and/or combined value of $600 or more per year, PCAA will issue an IRS Form 1099 to the appropriate Qualified Participant.

  5. Program participants may be required to complete an affidavit of eligibility, execute a liability release, and, where legal, publicity release.

  6. By accepting any payment or award, participant agrees that PCAA, its officers, directors, employees, representatives, agents, contractors, attorneys, administrators, and affiliates have no liability whatsoever for, and will be held harmless by participant against any liability for any injuries, losses or damages of any kind to persons or property resulting in whole or in part, directly or indirectly from acceptance, possession, misuse or use of a commission payment or award or for participation in any program or promotion sponsored by PCAA. As to any liability for parking services, all terms and conditions of any PCAA parking facility are expressly incorporated herein.

  7. PCAA FASTTRACK Dividends Program Website Usage and Passwords: Your personal password for access to your PCAA FASTTRACK Dividends Program account will be or has been accepted by PCAA and has been assigned for your personal use. In the event that our Program Administrator identifies usage of your password by any unauthorized person(s), we will notify you of this unauthorized usage, and reserve the right to investigate that usage. In the event that we identify that you have provided your password to anyone, for unauthorized use of this website, PCAA reserves the right to cancel your account and invalidate any commission payment claims or award claims still pending.
